Philippine Information Agency (PIA) and Bulacan Websites Hacked

The main website of the Philippine Information Agency (PIA) as well as the website of the Province of Bulacan was hacked.
As of this writing, the main website of the PIA is still accessible; however it appears that it has been hacked by a cybercriminal named 7z1. By searching for the Philippine Information Agency through Google, you will notice that it has been flagged with “HACKED BY 7z1” below the link to the homepage. Take a look at the screenshot below.

Another government website was hacked, this time it’s the website of the Province of Bulacan. The homepage is still accessible though, but one of its subpages () is displaying an image like the screenshot below, accompanied with a patriotic music playing repeatedly.

It has a message written in Chinese (Simplified Han, according to Google) which reads in English (through Google translator):

“The People’s Republic of China,” Long live!!
Philippines, Bulacan Provincial Government, I am from the great Republic of China, you should be on the Philippine hostage-taking incident in an apology
You hostage incident in the attitude of much of the error led to the hostages were killed or not, as your government, as soon as possible the implementation of compensation to the Hong Kong compatriots. According to the laws.

It appears that this cyber attack has something to do with the recent incident in Quirino Grandstand, where 8 Hong Kong tourists were killed. Or this could be just another experiment on how the Philippine IT infrastructure vulnerable is. We can recall that more than a year already, PRC website was hacked too. What do you think?
